The green bubbles show in multiplayer only if you or someone from your team uses masquerade. If an opponent is using it then they will show up in your team color without the bubbles. It's not a bug.
The red one (berserker elixir) will always show a flame like aura around the player no matter the team. The blue elixir for speed gives a white-blue shade like you said regardless of team as well. Only the masquerade is different this way.
