'reasonably similar' can still make a big difference, especially early on.And there's a ton of things affecting combat, even besides the obvious ones like tech level and unit size.

Even the developers (including the AI programmer Wiz) are willing to answer specific questions to underlaying mechanics that can't be figured out with 100% certainty without looking at the code.
